I've come across this term before only in electrical contexts, and it usually refers to a rail for mounting components that is shaped like an Omega in cross-section; what in English we call 'top-hat' (though it has actually more the proportions of a boater!)
But I believe the term is fairly generally used for that section when applied to other metalworking disciplines too.

top-hat is BE, I don\'t know if \'hat section\' is more specifically AE, I\'ve never personally encountered it in the UK.
