Avoiding The Procedures Confusion
There are four levels in ISO 9000 documentation.
Level 1 provides the overall structure, plan and objectives of the quality system. It is considered the most important level because it involves important factors such as quality policy and top management commitment. It is the most stable level.
Level 2 includes procedures necessary to accomplish Level 1 objectives and plans. If a Level 1 document states "Quality is accomplished through planned and controlled conditions," then Level 2 procedures for quality planning and control would be a normal expectation. Level 2 usually affects more than one person and, often, different functions or departments in larger organizations, but may be fully performed by a single person in a smaller organization.
Level 3 refers to specific work instructions or design standards necessary to accomplish a task in an acceptable or desired manner. They are usually completed by one person; for example, starting or operating a machine, performing preventive maintenance on a machine, backing up computer data or completing a form. ISO 9001, 4.9.1 states that these documents are expected "where absence of such instructions would adversely affect quality, use of suitable production and installation equipment, suitable working environment, compliance with reference standards/codes and quality plans." The nature of business affects expectations for work instructions. For example, running a copy machine in a manufacturing site probably doesn't justify a work instruction, whereas a Kinko's site, whose primary business is providing copies, would probably benefit from and need instructions for using the different types of copy machines.
Level 4 is used by some practitioners to account for all other types of documentation that is not in long-term regular use. These include temporary rework orders, quotes, records and forms.

hvala, a i posle 9 skoro godina ;) i dalje sam za Quality Manual - baš tako je definisano t. 4.2.2 standarda ISO 9001 (v. npr. http://www.iso.org/iso/PUB100313.pdf )
