I am assuming that 'at' will be followed by a phone number. Such phone numbers are usually available 24/7 for all study participants.
Would 'on' denote a day of the week or am I missing something?

I did post the whole sentence. This is indeed the whole sentence. The paragraph is titled "Whom do I call if I have questions or problems" and the remaining part of the paragraph is unrelated to the 'on' problem, I am afraid.

In UK English at least, 'on' is more likely to refer to a phone number than 'at'

I think, therefore, that the balance of probability would suggest that the 'at' refers to a place (the clinic/hospital/dept. etc.), and the 'on' refers to the phone number
