I wasn't sure on how to translate 心構えの策定. I've never heard this phrase before.

Both assume that the ¥"価値観¥" at the start of this fragment is also modified by somethign like soldier or millitary or army. As it stands, what the values are is not clear.
I am not sure why the gamae (kamae) of ¥"心構¥え¥" does not come out.
