It is alleged that, upon turning 69 in October, "on a soustrait [à un employé retraité] la contribution de l'employeur à ses REER [i.e., RRSPs] alors qu'au Québec la loi mentionne que c'est au 31 décembre de l'année que la personne atteint ses 69 ans que cela doit se faire."

OK, so I'd have thought they 'withdrew' payments. An alternative is ceased / stopped, because it's essentially what it means...they have stopped adding the employers contribution to his pension

soustraire = deduct (in the context)
Cease? I don't think so.
The federal government in Canada requires all retirees to begin withdrawing money from their RRSP (REER?) account upon turning 69.
On a soustrait = A deduction has been made
