agree wherestip : I think you are accounting for the 借 字. Of course once the meaning behind 东风 is understood, it is entirely up to the translator to render the sentence into proper English // I agree, Frank. But the context here is 借东风

Thank you, wherestip, for your note. 东风 itself is highly context dependent, not necessarily in 只欠东风 or 借东风. NJStar word processor gives 2 examples:东风化雨 东风压倒西风 all have nothing to do with 只欠东风 or 借东风. Context is the only thing, if not everything.

favorable climate 或 favorable wind conditions

只欠东风 is used to portray the situation where everything is ready and in order except for a favorable natural weather condition that humans have no control over

I actually mostly agree with Frank's translation. It is indeed a situation of vendors trying to take advantage of the business opportunities that the F1 event brings about to make a fortune for themselves.

How one gets from point A to point B in understanding the term 借东风 could have used a bit more explanation though, IMHO.
