Anyone help with "en base"

Example 1: "Les équipements suivant sont prévus en base."
Example 2: "En base, aucun équipement spécifique n’est prévu."
Example 3: "En base, aucun équipement privatif n’est prévu dans les ailes à destination des nations occupant plusieurs niveaux."

if it's Belgian, then it wasn't necessarily written by a francophone or it's a translation from Dutch. (in such cases it helps to have both versions). Is this part of a contract, or what? knowing what sort of text this is taken from would help. Thanks!

can it mean fundamentally (or similar?) here is another example from the text:
En base, aucun équipement spécifique n’est prévu.

A la demande des nations, des équipements tels que :
 écrans
 projecteurs
 amplificateur
 traduction simultanée
peuvent être prévus. It seems to me to be more "Fundamentally, no specific is equipment provided" - any ideas. btw - it could be a Belgicisme

what's the general context??? fwiw-you don't have to close questions asked in wrong pairs-they can be edited to the right pair. someone had already changed your previous edition of this question to Fr-En. :-)

I believe it means basic.
