: I'm with Gennady on this one. Preferential and privileged may imply unofficial causes of such treatment, such as bribes, whereas "льготы" never has that connotation.

: Were in the original do you see it talking about test (or other) exemptions? In the USSR times, for example, there were 'льготы' for those discharged from the military. They weren't exempt from anything, just were admitted w/lower scores.

They were exempt from scoring standard admission points. The original says clearly about higher school, hence about exams and related things.
