Not sure about the grammar in the French - some things should be in the plural that aren't...

Etat des lieux is an inventory of sorts and this seems to be either health or sanitation related, based on the scarce info given. Good luck!

Assess etc. is fine too, I think.
"État des lieux" is a "statement of condition" of premises issued with both parties present, issued in the letting business, or when major works likely to cause damage are about to be undertaken, but not in this instance.
