Are they saying here that a teacher may or may NOT be functioning well in terms of the teaching activity in the strictest sense EVEN though apparently complying (in terms of just being there)?

I would appreciate an interpretation, but bearing in mind the words that come before and after this extract.

Yes

if we're voting , then your interpretation is correct in my opinion. You can be punctual, and give all your classes, but you can give either good classes or downright shoddy ones! So, there has to be another dimension to judging the teachers, not just attendance.

I think that what they mean is what you are saying above: that some teachers can comply with their class schedule obligations, but what they teach is not adequate -
Providing a teaching activity that may be qualified or considered as very poor /deficient

I believe they're talking about a more profound teaching evaluation, that is, they propose that the teacher should be evaluate in all its aspects (grado de cumplimiento de las obligaciones presenciales del profesorado como la asistencia regular a clase, la puntualidad o el cumplimiento del horario de tutorías). Therefore, the teaching skills shouldn't be evaluated only by the fact that he/she arrives at work every day and at the right time (puede ocurrir que se impartan todas las horas de clase puntualmente). This factor (puede ocurrir que se impartan todas las horas de clase puntualmente) wouldn't mean that the teacher has been using his/her time in class with the students effectively and efficiently(desarrollando una actividad docente calificada o considerada como muy deficiente).
