Ok, I get that this is a laparocopic subtotal hysterectomy, and I've searched but can't figure out how the "interannexielle" factors into this. I haven't found a real definition for this word in any of the paper or online sources I've searched.

No, in subtotal hyst. the fallopian tubes and ovaries are left intact. You may read more about the different types of hysterectomies here:

So a subtotal hysterectomy (aka a supracervical hysterectomy) may or may not involve removing the fallopian tubes and ovaries? I know that it means removing the upper part of the uterus and leaving the cervix in place.

You could also say "without salpingo-oophorectomy".

By definition, a hysterectomy is the removal of the uterus alone. In both subtotal and total hysterectomies, the tubes and ovaries may be removed, on one side or both, but this is usually specified.

involving both annexes

Uterine Annexes include the ovary and the Fallopian tube, so there is a left and a right set. In Subtotal Hysterectomy, only the upper body of the uterus is removed; the cervix is left in place, connected to the top of the vagina. Thus, in this case, I believe it would read:
Decision to perform subtotal hysterectomy using laparoscopy, including the removal of both annexes.
