استحقاق

Arabic to English Social Sciences Government / Politics
ُThis is not a translation question per se, rather one of etymology: استحقاق is used in Lebanon and other Francophone countries to mean "election", as in this quote from Morocco in which three separate words for election are used:

بدأت في المغرب الحملات الانتخابية استعداداً لاقتراع 13 حزيران (يونيو) المقبل. وسينتخب المغاربة في هذا الاقتراع ما يزيد على 25 ألف مستشار في البلديات والأرياف، ضمن أول استحقاق ديموقراطي تعرفه البلاد منذ انتخابات عام 1993

Does anyone know why استحقاق is used in that regard? I have also seen the word used to mean something like a final match in football. And its usual usage means the maturation of a loan or other instrument or in more common usage to mean "deserving" None of the Arabic dictionaries I have consulted define the term in its political or sporting usage.

[Democratic] contest

In this context (political), it means contest or contested right. The word is made up of the root + prefix. The prefix است usually means to "to seek." In this context, it means seeking a right. Therefore, it's "democratic contest". You are right. It's only common in Froncophone Arab countries. Usually, in the Gulf region and Egypt, it's not used in this sense.

This is the meaning rather than the translation
Maturation = the process of becoming mature, coming to full development, reaching a milestone in any process were it be a sporting event of elimination of weaker teams or a political process of having a clean, unrigged elections.
Vote = اقتراع
Campaign = الحملات الانتخابية
Elections = انتخابات
Maturation, reaching a major milestone = استحقاق

Right, Previlige, Legality and in this context means ELECTIONS

The term means here elections; the editor means democratic "legitimate elections" which simultaneously means a natural right, but he just confused the meaning and this is a press usage.
Example sentence:

Voting is a legitimate democratic right that the constitution protects and ensures to every citizen.
