I believe it refers to money placed in bank accounts or invested elsewhere (e.g., in fixed-period savings accounts).

cash and deposits

liggende gelden = cash

-> "liggend geld, contanten, (ook) renteloos geld. Bron: Groot woordenboek der Nederlandse taal/Van Dale" (see link 1)

geplaatste gelden = money deposited in an account

-> "Van alle niet op een rekening geplaatste gelden dient de lasthebber een gedetailleerd kasboek bij te houden." (see link 2)

agree Ballardtrans (X) : I think in this context this translation would be more appropriate, if it were a financial text, i.e. for a bank, I would definitely go for the one above.
