French to English Bus/Financial Human Resources (recruitment issues)

This term recurs a few times, so I'm trying to find something not too cumbersome, and to be honest, I really don't understand quite what the underlying idea is; I have in the past used '(suitably-)resourced' for 'outillé', but don't somehow feel that comfortable with 'resourced methods' (given the overall context, I think that 'methods' is closer to the idea here than trying to use 'methodology' in the plural in EN, but I stand to be corrected on that!)
