Речь о комиссии (во Франции), которая занимкается проверкой отчетов кандидатов о финансовой стороне избирательной кампании.

У меня два варианта понимания:
1. Комиссия сама вносит исправления и одобряет отчет.
2. Комиссия требует, чтобы были внесены исправления в отчет.

Как следует из пункта 3, они проверяют правильность самих счетов. Возможно, на этом этапе они не вникают в их суть. Т. е., вслучае, если впоследствии обнаруживается, что деньги потратили не по назначению, решение об одобрении может быть пересмотрено. Наверно, такое решение принимается, если что-то не совсем ясно.

Вот еще в середине текста попалось:
The decisions of the Commission have some consequences.
- Rejected accounts, accounts that have not been submitted or have been submitted late will cancel the candidate’s right to reimbursement for campaign expenses, and, except in the case of Presidential elections, will result in the Commission automatically bringing the matter before the Election judge (Constitutional Council, the Council of State or the Administrative Tribunal), who may pronounce the candidate ineligible.
- Decisions concerning adjustments may reduce the total reimbursement due to the Candidate.
