This is what is used in Us English for all the adjacent services that are connected wit the health care system. Quite sure "støtteapparatet" in this case refers to that.
"Støtteapparatet" is a term with several interpretations, depending on context, for instance a football team will have a "Støtteapparat" - and than we're talking about something quite different.
