There are different types of modem, but by definition, MOdulator-DEModulators are for telecommunications. 通信用 is just a redundancy and you can remove it.

This depends on the context before the given text. I guess this is a MODEM specifically used for specific type of communication. As I guess there are portable MODEMs, Modems used for mobile communications etc., so please check the full context.
