: Estrictamente sería la situación "humana" de los desplazados, pero se acepta que usar la palabra "humanitario" en estos casos es una abreviación de "que requiere acción humanitaria".

There is a subtle, but rather important, difference in English between
"... this has led to humanitarian concerns for (displaced persons)..."
and
"... this has led to concerns for the humanitarian situation of (displaced persons)..."
The first implies quite strongly that the concern is being felt/expressed by specialists in human welfare, who perceive a risk - latent or real - in a sector of the population, in a situation where no 'disaster' has (yet) been declared. This wording is suggesting that the current 'status' of the problem needs to be upgraded to 'humanitarian' (and the corresponding level of support provided).
The second implies that there is a clearly-recognisable - and recognised - group of people who need humanitarian support (such as our neighbours in Haiti).
