I'm looking for a neat term to translate "cadre d'emploi" in the following text:

La fonction publique territoriale est engagée depuis 2008 dans un processus de simplification qui réduit le nombre de cadres d’emplois de chaque filière, mais l’architecture générale des fonctions publiques françaises demeure inadaptée à la nouvelle structure des diplômes universitaires qui se généralise en Europe.

they're reducing the number of functions and the number of functionaries accordingly. "Cadre d'emploi" here would mean "Job definition", i.e. the function ensured by the employee.

A management job; an executive post

It's (I believe) a term used in the French civil service to describe managers of certain departments.
Example sentence:

"En France, dans la fonction publique territoriale, les cadres d'emplois constituent autant de statuts particuliers correspondant à différents emplois à pourvoir. Ces cadres d'emplois sont à leur tour regroupés dans plusieurs filières métier."

Civil Service Ranking

Fonction Publique = Civil service so I would imagine that the number of cadres would refer to the number of employment ranks within the service.
