Norwegian to English Bus/Financial Government / Politics
Bureaucratese. Context is government allocations to universities and university colleges.

"Undervisningskomponenten skal vere prioriteringsnøytral. Det skal ikkje løne seg for institusjonane å produsere meir av éin type studiepoeng enn andre. Endringane i avlagde studiepoeng mellom kategoriane har ikkje vore store."

Entered for future reference: Following apost-grading discussion with Bjørnar, I would like to add the following solution for future reference: "..should not distort priorities / the prioritisation process", as this is what is actually meant here.

priority neutral

I think the Norwegian term is fairly new in Norwegian. It is related to costs and in English I found the term "cost neutral".
So why not introduce a new term to the English language. If you understand it, like I have learned to understand the Norwegian term, I think you could use it.

Another suggestion is that the teaching component should remain neutral and does not give preference to institutions.
