In an operating procedure concerned with calibration of instrumentation used in pharmaceutical manufacture.
Could the 'habilitation' here actually refer to being 'qualified' rather than simply 'authorised' to carry out the metrological activities...? It would seem to be the case unless you end up with a tautological English translation! Any ideas?

It is pleonastic (in French as well), yet 'l'habilitation' means simply the permission to do something and says nothing about the qualification for the job.

Presumably people within the company are *authorized* by the company to do certain work, and those same people have to be *accredited* by an external agency, i.e. their competence to do the work safely etc. is recognized.

Will your sentence permit you to change the French habilitation to a verb in English? The tautology is not so blatant then.
