It means roughly that if the term expires a negociated agreement must be reached otherwise a substitute service provider may be used at its own expense. (paid for by the breaching service provider)

I think you may be parsing it wrongly, which perhaps isn't helping your comprehension.
As I see it, the 'risks' refers to using an alternative service provider — but the main contractor still has to take responsibility for the results.
