This is in the context of "abus de droit rampant". I have abuse of right, but "rampant abuse of right" does not appear to be correct here--or is it? ("creeping" doesn't appear correct here either. It is clear from the sources I have found that this is abuse of right that is attributed to the tax authoirities when it fails to comply with the procedural guarantees in the tax law. The context is an academic article about comparative tax law.
