Utilities have identified the necessity to have a more sensitive and disconnector that isolates the ground lead at lower current levels.

I can't make sense what utilities mean in this context. Thank you.

(This is related to electricity. I'm translating a text on surge arrester)

The companies that provide electricity (electrical power) or water, gas, etc. are frequently referred to as public utilities.

agree jccantrell : Yes, but the utilities is an umbrella term because it might be several companies. Here in the USA, I pay three separate bills for gas, water and electricity to three separate companies.
