apply a smear coat
Or "smear mortar onto the surface to fill the pores".
Like buttering bread, you draw the mortar across the surface, as opposed to throwing it on and floating it smooth.

Just to point out that unles you are using "ground" in its sense of substrat, it is wrong since sol here is not earth but a floor, presumably concrete.

on the first pass you make sure all the pores of the substrate are filled well, on the final (often second) pass, you create the smooth surface

Just a suggestion:Faire une passe tirée à zéro pour remplir les pores...= Make a pass ground levelling to fill the pores...

On the top of a concrete foundation, before applying a flooring (parquet, floor board etc.) it is necessary, for levelling, to apply a layer of fine concrete without pores. In my opinion, that is ground leveling, the level zero.

Make a pass ground levelling to fill the pores.

: Pores in the ground?! Makes no sense at all. Your example sentence is not grammatical English (misuse of gerund/incorrect word order). Ground is the stuff underneath concrete etc. Levelling is done with screed, not mortar ...

I refer to the concrete pores, the concrete of the foundation, of the floor, in a room. Before applying the parquet or other flooring it is necessary a levelling by applying o layer of mortar.
