This is not just about ground works. There is a little booklet published by the Département of Tarn "Comment Aborder le Permis de Construire" that gives an illustrated explanation. Unfortunately, the website link is just too long to reproduce here, so Google it yourself.
It is about adapting the building to suit the site and ground conditions, not just about changing the ground levels. It is about contours, but also the load-bearing capacity of the soil etc.
