Hello,
First, look at the preposition to help you. It's "sur", not "de". The idea here is "onto". The idea of "report" is bringing something from somewhere "onto" something else, which is commonly known as a "transfer". As Cmwilliam's said in his reference, it's a "switchover" in the sense of getting people to use the motorway/highway instead of secondary roads, I suppose.
secondary network through the reallocation of roadspace to buses, pedestrians and cyclists, could result in the transfer of traffic onto local residential roads.

I meant that "highways" was * US * English (wrote "UK" twice)

De même avec l'A85, ça fait un détour pas possible (donc plus de go aussi) par rapport à la RCEA. Et il y a aussi la RN4...

: Yes, I think you twoa re onto something here. Iread it as referring to income (through toll, tax, whatever) increasing as a result of having transferred PL from the N roads (dual carriageways in the UK) onto motorways (Axxx in France).
