English translation: turnover

Dutch term or phrase: omloop
This sentence in an annex to a logistics contract does not make sense to me:

de minimale *omloop* van een artikel per jaar dient gelijk te zijn aan de minimale productie bestelhoeveelheid

As far as I understand it, omloop (turnaround) is measured in days. How can the number of days be required to be equal to the quantity of products ordered? Can anyone explain?
