Zbyněk Souhlasím, navíc: For genealogy researchers, there is a point in leaving the original title of the organization, to aid further searches.

Society for Englightement, Education and Enterntainment of Town Citizens

Peer comment(s):

neutral Jiri Lonsky : I would recommend Association, Society indicates more rigid membership structure and rules

Association sounds me too modern and rather professional than civic organization.

Town Meeting

Fora and meetings have been held among townsfolk throughout the ages to discuss various issues as a common body, just because they made it a proper noun doesn't mean it can't be translated...other option if it serves the purpose of the translation (target audience) is leave it in Czech and put in parentheses (meeting of townsfolk).
Note from asker:
It is not a meeting. It is an association

Měšťanská beseda

I wouldn't translate this... the capital letter implies a name...

Civic Association

It really depends on the context and target audience - when was this particular Beseda founded? Are you translating for tourists or for academics with some background knowledge?
Note from asker:
Beseda associations were typicaly founded around 1850-1875 The target audience are people researching genealogy ranking from academics to beginners
