pronouncement

Pronouncement is the direct translation of 'le prononcé' in legal contexts. Webster defines it as 1. a formal or authoritative statement or 2. an opinion or decision. Depending on the actual content of the pronouncement, 'decision' may also work.

as it is clear there is nothing related to a judgment but might be linked to a legal decision.

declaration

Since we are talking about a 'provisional acceptance' here, the word normally used is 'declaration' or even 'delivery' (but I would avoid that because it might be ambiguous as to what it referred to).

acceptance

This is about provisional handover after substantial completion of contract works. I think that a degree of confusion has been caused by incorrect classification of this question.

I have, therefore, taken the liberty of changing it to "Tech/Engineering - Law: Contract(s)" as it is certainly not (linguistically) about Science and Ecology.
Peer comment(s):

agree Gurudutt Kamath : Yes, the word acceptance is appropriate in this context.
