Although they are pretty much the same discipline, in a University setting a Physical Chemistry lab would be in the Chem Department and Chemical Physics lab in in the Physics Department. If this person is a Chemist first, then he's the Director of a Physical Chemistry Lab (Amy's answer). If he's a Physicist, then it's a Chemical Physics Lab (Jack's answer). It sounds to me like the emphasis here in on the Chemistry, but I'm not sure.
