disagree Daryo : why assume the water is flowing in a sluice? a sluice is a canal; in a hydraulic power station water is feed to turbines through a tube or a pipe. Anyway, is the water flowing in tubes or open canal is irrelevant for the meaning of this term.

I found a few references for "débit à gueule bée" by googling, but not translations. But I also found, in a PowerPoint presentation for "HYDRAULIQUE URBAINE; ALIMENTATION EN EAU POTABLE" (by Gilles FLAMME-OBRY), on the slide with "Solution de la question 2: Débit maximal":
