French term

mise à niveau

French to English Bus/Financial Business/Commerce (general) Contracting procedures
This phrase crops up in a ppt report on contracting procedures for a large French company. I have looked in the glossaries and I know it can mean a variety of things like levelling and upgrades, but I haven't come across it in this particular context before.

Envoi dossier d’appel d’offres
Etablissement des offres
Ouverture des plis
Analyse technique et commerciale des offres, *mises à niveau*, négociation
Proposition short list
Validation short list
Proposition de choix de fournisseur
Validation choix fournisseur
Mise à jour spécification techniques et documents contractuels
Validation documents contractuels

And then again:

Les retards majeurs correspondent aux phases :
D’analyse des offres, de *mises à niveaux*, de négociation (36 jours de retard moyen, 79 % des dossiers hors délai)

I'm assuming it's some kind of harmonisation process where they rule out any bids which don't comply with the specifications, but does anyone know what we'd call this in English?

Many thanks

Discussion

Claire Cox (asker) Nov 20, 2012:
Kind of company It's a big nuclear engineering company but this contracting procedure can apply across the board and isn't specific to any type of contract as far as I can see

More context please... What kind of company is it? And what kind of contracts are involved? – Thanks!

3 KudoZ points awarded for this answer. Comment: "Many thanks to you all; this came closest to "bid adjustments" which is what I eventually selected and which has been validated by the client. Many of the other suggestions were already included in the list in their own right or as part of analysis, so not suitable."

updates

perhaps they refer to updated documents, versions?
Note from asker:
I don't think so, as they refer to mise à jour further down in the same list

evaluation

Just from the context, IMO, what's going on here is, after receiving and opening the bids, the technical and commercial aspects are analyzed, then they are evaluated (mise à niveau) to see how they stack up against/compare to each other before negotiations begin.
Peer comment(s):

agree Mark Nathan : I think it is a comparative stage, but I don't really know.

ranking/ranked

not sure but the way I read this is that the bids are opened, evaluated on their merits and then ranked i.e. put in order of merit before negotiations begin
