Contracting procedures
This phrase crops up in a ppt report on contracting procedures for a large French company. I have looked in the glossaries and I know it can mean a variety of things like levelling and upgrades, but I haven't come across it in this particular context before.

Just from the context, IMO, what's going on here is, after receiving and opening the bids, the technical and commercial aspects are analyzed, then they are evaluated (mise à niveau) to see how they stack up against/compare to each other before negotiations begin.

not sure but the way I read this is that the bids are opened, evaluated on their merits and then ranked i.e. put in order of merit before negotiations begin
