In many ways, 'failover' means pretty much the same thing as 'backup'; it really all depends what specific distinction this particular organization is making between them.

agree Didier Fourcot : Backup machines are often inactive (cold failover), and failover machines (hot backup) ready and running, waiting for traffic to be redirected to them (meaning of "basculement"); a UPS is failover, a diesel generator a backup
