Toute man uvre d enclenchement manuel ou de déclenchement automatique doit provoquer un
verrouillage du réenclencheur pendant une durée de 60 secondes environ.
Dans le cas où le réenclenchement triphasé ne peut avoir lieu en raison du fait que les conditions de
renvoi de tension ou de rebouclage ne sont pas satisfaites le dispositif réenclencheur doit désarmer au
bout de 60 secondes.
D autre part le réenclencheur doit pouvoir être bloqué puis désarmé au cours d un cycle par un ordre de
verrouillage issu du disjoncteur si les conditions de celui-ci ne sont pas réalisées.
D une façon générale il doit permettre le verrouillage lors de l exécution d un cycle de tout dispositif
d exploitation ou d alarme équipant le départ.

There are perhaps better wording options. Anyway, there shall be an interlock for as long as a sort of safety time linked to an alarm circuitry in an outgoing feeder has not yet elapsed.

There's nothing wrong with the structure, but you seem to be parsing it wrongly, as for correct understanding, 'dispositif' must be associated with both "d'exploitation" and "d'alarme".

It's an elementary difference betwen FR and EN: in FR, 'équipant' = 'qui équipe', in EN we say it the other way round: 'is fitted to'; we can say 'is fitted with', but that would require more rephrasing here.
