working-class suburbs

suburbs
Depende do texto.
I would say the "streets in the suburbs" or "suburban streets".
Se você puder dar mais detalhes, ajudaria.

(urban) periphery
In a scientific context (urban planning, architecture, sociology, geography...) the term (urban periphery) is mostly used.

Low-income suburbs
The periferia as we all know are the outskirts of a city. We can use the word suburbs. However, to just say that it relates to working-class suburbs understates the actual reality in the Brazilian context.
Working class to me includes the middle class. Generally, those who live in the perifieria are low income residents. The periferia generally refers to poor communities in the outskirts of a city. Thus, I would use low-income suburbs.
