Le succès de ce passage à l’échelle est conditionné au fait de disposer d’une visibilité auprès des parties prenantes, consommateurs et prescripteurs. Plusieurs moyens seront donc mis en oeuvre pour y parvenir :
 Auprès des consommateurs : création de supports de communication, utilisation de média, ... Auprès des prescripteurs : implication de la filière en général, et des installateurs en particulier, ... Auprès des promoteurs immobiliers et des exploitants des locaux du tertiaire

Ces actions seront préalablement *positionnées* auprès du XX et des associations de consommateurs et des fédérations professionnelles.

XX is the regional authority in whose region the trial is to be organised. Does it just mean explained?

I wonder if this is just bad writing and there is no definitive answer to the question. I think either BD or Daryo could be right - it's possible that "positionner" could be used in a marketing sense - and there's also a third possibility, which is that the trial is being publicised BY the regional authority and other bodies.

Decide for yourself but the whole market strategy will be decided upon after talking to clients and consumer groups.

This is the sense of the sentence for me but we say it very differently than the French here (more to' position' themselves in a future market)

I agree more with Daryo that the ideas will be presented to others than actually put into place with the consumer groups.

In marketing, "positionner" has a very specific meaning: to promote.
