English translation: statutory instrument establishing the archive

This comes from a document from the Agenzia delle Entrate. I just can't find an equivalent in English. Any ideas?

Explanation:
No doubt Sebastiano will expound why this is not an Order-in-Council - another type of Statutory Instrument, thank you David. But the asker, like Thomas, seems to be in Scotland where this type of order is well-'established'.

But 1. both the Order and Archive should have initial caps and
2. establishing is Franglais Eurospeak for creating, such as the Treaty creating the European Community.

  -> Indeed, the EU Treaty establishing the Common Market, as I have mentioned. Jurisprudence is also lazy Eurospeak for case law or a line of precedent. But establishing is too ambiguous as your ref., paradoxically, shows and 'establishes' the point.
