Agree that we need to know more about the context and what the "il" is, but it reads to me like a reference to something like the "primal" or "primary" fantasies in psychoanalysis - fantasies that are structural or anthropological rather than related to the individual.

Amazingly the "google" translation(?) in english of the beginning seems to look better than the french it comes from...
