: The exact translation should be "Land Capital" [equivalent to US State Capital]. For all legal intents and purposes the new German 'Lands' or 'Länder' are no different from the old ones.

Yes, a city is a juridical person, and as such you should call it by its proper name. You do not need to mention the "government of" or "administration of", as it is understood and adds no additional degree of clarity or preciseness.
Discussion
The question is: Can a provincial Capital be a legal entity? In that case can the term be better translated as State Capital Administration? Bundesland in Germany refers to a federal state, this much I know. I agree that it is not much.
