Yes, "skolenhet" can refer to an entire school, a part of a school (e.g. a particular department or section of the school) or, conceivably, a free-standing branch of a school.

Never change the concepts of the authors. If they write "skolenhet" instead of "skola", it's because they want to talk about skolenheter rather than skolor.

agree Deane Goltermann : Right, here, this is a new concept for Swedes, too! My kids went to a school with several varied 'programmes' (now 'enheter') - International Bacc. (IB), Language, pre nursing, and Preschool teaching. All with their own 'Rector' and in one building.
