Cross-company POC and decision-making officer
POC = point of contact, the person who relays information to all parties.
I don't know what RA is and we have not seen any context, so this is a pure guess, based on what it should be in a standard procurement contract.

I never heard of a Relay Advocate.
RA may well stand for sth else, such as "région Rhône-Alpes".
PRESCRIPTEUR .... AFPA Rhône Alpes - http://is.gd/FlDGxS
Prescripteur SEAC _ Solutions RT 2012_région rhône-Alpes ..- http://is.gd/jZcMgU
In this case, the translation would be "cross-regional etc."

Why do you think RA is an English abbreviation? It is not customary for French officials to indicate English abbreviations nobody has heard of.

It is, however, customary to insert French abbreviations, such as place names, departments, etc..

Note from asker:
I see what you mean but RA is the EN abbreviation so it doesn't fit, which is why I was suggesting Relay Advocate, I can't think of anything else. |
I think the abbreviation is EN as they are EN throughout the rest of the document, so it would be strange if this was the only one in FR. |
Relay/Purchasing Advisor...I am going to make a note in the file for the client, see what they have to say. |
