POC = point of contact, the person who relays information to all parties.
I don't know what RA is and we have not seen any context, so this is a pure guess, based on what it should be in a standard procurement contract.

I never heard of a Relay Advocate.
RA may well stand for sth else, such as "région Rhône-Alpes".

Why do you think RA is an English abbreviation? It is not customary for French officials to indicate English abbreviations nobody has heard of.

It is, however, customary to insert French abbreviations, such as place names, departments, etc..

| I think the abbreviation is EN as they are EN throughout the rest of the document, so it would be strange if this was the only one in FR. |
