Dice así:

Why would a "red flag" be a prohibited end-use? If, as I suspect, WMD refers to weapons of mass destruction, which clearly would be a prohibited end-use for export products (if you are not a world superpower), then why would it be necessary to prohibit "red flags". I could understand "groups/individual/companies/organisations with Red Flags" or similar but just 'red flags' seems out of place, doesn't it?

What is the type of material/product being exported? That might have quite a bit of bearing on the matter.

Podría Hola María. Como no es un tema de mi especialización, realmente no estoy segura si es un error de tipeo, pero podría ser si es que red flangs no tiene ningún sentido. ¡Gracias!

Mónica, efectivamente se trata de "red flags", ver estas referencias. La traducción literal podría funcionar (banderas rojas), pero suena más natural "señales de alarma/advertencia", de algo sospechoso en el producto exportado.
