My attempt: Cultural and commercial planning and politics for the development of publics (what troubles me is the plural on "publics"- is this an adjective defining "museums," or is it a noun describing the public? (or could this be a typo on the original?)

This is a CV for a director of a museum, here is some more context:

Major faux ami alert Politique is rarely politics is such text. Policy is the standard translation.
Stratégie on the other hand is actually the same word in English (strategy).

One ref mentions building and expanding audiences. That covers increasing visitor numbers and diversity (attracting a wider audience). Imo that could work as well.

that's the rub. développement des publics can mean both. expanding can get away with being just as ambiguous imo although it does tend to infer diversity more than numbers. building and expanding audiences could work (see under explanation)
