I've translated Appel d'offres as Invitation to tender, but Bulletins????

@ Catherine Johnstone My first impression was that what is referred to is a website where public institutions (international organisations or national government agencies) publish their calls for tender. Do private corporations publish any calls for tender on any website? I do not think so. However, Jenny should give us more context to point us in the right direction.

The term "public procurement journal" is a generic term. It is also used to describe the EU website Tenders Electronics Daily as can be seen from the following reference:

"Systematic analyses of the data provided by the European public procurement journal Tenders Electronic Daily (TED) reveal serious quality issues with regard to the information published in TED. For instance, in its 2010 working document ‘Public Procurement Indicators 2008’ the Commission states that ‘data on the value of contracts is only provided in about 80% of published Contract Award Notices’."

Nothing particularly "public" here and no "gazette", which would be "le bulletin des appels d'offres"

Besides, the "detailed tender notices" may be "soigneusement étudiés" (carefully reviewed), in a manner not quite consistent with the contents of a "Public Procurement Gazette/Journal" (with only lists the tenders)

disagree Francis Marche : "public procurement" is for "marchés publics", involving governmental institutions only. And bulletin is not necessarily a "gazette", especially when there are several as in the ST

public procurement journal

This is the journal where contract notices have to be published. It is usully a website. One example is TED, which is the website for the publication of tendering procedures to be launched within the European Union with a contractual value of above 130,000 EUR.

How do you know which answe came first. When I sent my answer I did not see somebody else's answer.

Although this is also an official term, I am not sure this corresponds to your question. I would need a bit more context. Hence my "low" confidence level.
