apparent variation

The square of the standard deviation, the variance (denoted by 2, or where an estimated value is concerned, by s2) is of particular importance, especially when variation may arise from a number of contributory sources.
Such components of variation may be identified with particular features of the process or measurement system under consideration.
Thus, in determining prepackaged quantities, the ***apparent variation*** may comprise the real prepackage-to-prepackage variation in quantities, the variation in tare weights of containers, and errors in the measurement system.

Jen pro upřesnění, nepoužívám "odchylka", jelikož to je už vyhrazeno pro standard deviation = směrodatná odchylka a variance je rozptyl - tedy druhá mocnina směrodatné odchylky

dále: variační koeficient (coefficient of variation) – směrodatná odchylka dělená střední hodnotou

Nevím, zda používat variabilita? V textu to totiž už je obsaženo i jako "variability":

Generally, this proportion is controlled indirectly by monitoring the variability of the prepackaged quantities so that where variability is a problem, sufficient allowance is provided to limit the proportion of non-standard items.

I think Václav's comment "Hlavně bych navrhoval obezřetnost u slova apparent, což může být zjevný, shledaný, či zdánlivý/domnělý ... mně v tomto kontextu nejvíc sedí apparent ve smyslu 'as found to be'" is completely accurate.

This is the first case when "variation" is used in the text:

The object of drawing samples is generally to estimate some features of the population from which they are drawn, in order to make inferences about that population.
In reference testing and quantity control, this object can be narrowed down to estimating the average and variation of prepackage contents, or the proportion non-standard, in the batch, group or process.

Some other occurrences are:

The pattern of variation in these estimates is described by sampling distributions.

The precision of an estimate obtained by sampling is measured by its standard error - in its statistical usage, the standard error is treated in a similar manner to the standard deviation, but the term standard error is used in connection with sample estimates of parameters, the standard deviation measuring the variation in the original variable.

Further details of control procedure and methods for formulating target quantities to take account of the underlying process variation, appear in Annex E of this Manual.

If the standard error of the sample means, which may depend on a medium-term variation as well as variation between items...

Roughly speaking Total variability = Process variability + Random variability.

I'd have thought that "kolísání" refers more to the latter?

"přirozené variability (náhodného kolísání). ... Celkovou variabilitu (rozptyl) sledované proměnné lze rozdělit na 2 složky"

"velikost kolísání všech platů (celková variabilita)"

"Apparent variation" isn't really a statistical term. What it means in the source text is actually "total variation" and I suggest translating it as that. Otherwise you could use "zjevné variace" I suppose.

Thanks, actually, I have not really found "variace procesu" within the context of quality control and statistics in general. It is rather referred to as "variabilita procesu" or "kolísání" as Pavel answers.

shledaná nekonzistence

... trochu od lesa, aby se nepletla terminologie.
Nebo třeba nesoustavnost, aby to bylo zcela necizácky. (Když už je kolísání navrženo).

Hlavně bych navrhoval obezřetnost u slova apparent, což může být zjevný, shledaný, či zdánlivý/domnělý ... mně v tomto kontextu nejvíc sedí apparent ve smyslu "as found to be".
