Burkina Faso Wasn't hiding the country, just didn't see that it was relevant. Although the Loi 10 is relevant to the country, it still wouldn't explain what a 'dispositif declaratif' of a law is

I don't see much the point in hiding the name of the country, especially as various variants of French can bring surprising variations in the meaning of a one and same term.
As you presumably know which law of which country is this "la loi 10°", you can take a look at this law. I don't see any better way of shedding some light on this matter.
