Скажу честно, я придумал это сам применительно к нефти, но исходя из сходных применений этого термина (см. google).
Полагаю, complexity больше применимо к тому, что имеет сложное строение (объект, машина, дисциплина), а тут именно difficulty в смысле того что нужно много времени и сил, чтобы добыть нефть
