French term (edited): liste en sus
Selected

list of drugs billable over and above inpatient services

I think your text is referring to the "liste en sus", short for "liste des spécialités pharmaceutiques facturables en sus des prestations d’hospitalisation". Particularly expensive drugs, often cancer drugs, are placed on this list and funded through a separate system. Hospitals can claim full reimbursement for them in addition to their usual activity-based payments. It's a measure similar to the UK's cancer drugs fund, I believe.

Note from asker:
Hello Helen Interestingly enough, before seeing your answer I had to post off the translation, and I did actually use "over and above the list of reimbursable drugs":)
or something along those lines, can't remember exactly!

neutral Daryo : the question was only about "en sue de ..." // the rest wasn't the question and anyway the meaning is always the same "additionally to ..." / "on top of ..." and similar

Hi Daryo, the problematic part of Liz's text was actually "inscrites sur la liste en sus dans...". While "en sus" is given in dictionaries, it doesn't make the significance of "la liste en sus" any clearer unless you know what its full name is.
