I agree that translating the term "временный" here would be redundant in English, because customs storage is always temporary (в принципе). However, the context of your document may require to differentiate between "long-term" and "short term" temporary storage. http://www.belastingdienst.nl/9229237/d/e907994.htm
Temporary storage facilities are places (such as buildings, tanks, silos or yards) where goods can be stored for a short time. After entering the customs territory, these goods must be presented to customs and may then be placed in storage awaiting assignment of a customs-approved use or onward transit.

I believe any combination of customs warehouse, bonded warehouse or customs bonded warehouse would be suitable here. Also, the term "storage facility" is frequently used interchangeably with "warehouse" in military / customs operations.

Russian sites translate it as
customs warehouse of temporary storage.
In English such warehouses are usually called Bonded warehouse or Customs warehouse (storage there is always temporary, never permanent)
